LANGBANK VILLAGE COMMUNITY COUNCIL.

MINUTES OF MEETING – 12th October 2016
7:30pm – 9.30pm in Langbank Church Hall

LCC Members & Local Cllrs Present:- Neil Barrington (Chairman), Deirdre McLean, Cllr James
MacLaren, Dav McKenzie, Alex Dunn (Treasurer), Gloria Dunn, James Hunter, Jacqueline Docherty,

Police Report:
One recorded crime on 20 th September – house breaking in order to steal car keys (and hence cars)
which were hanging in the lock on the inside of the front door.
The subject of the type of car crime is a high priority for the K Division at this time and the police are
focusing on the theft of high end cars resulting from similar actions. Villagers are advised to locate all
essential keys well away from any external doors at all times, especially when retiring for the night.
An earlier report from a villager concerning being stopped by a bogus policeman, was in fact a
genuine officer of the law. Villagers are advised at all times to request identification (warrant card)
of anyone purporting to be a member of the Police - or phone 101, if they are at all unsure of his/her
status.

GUEST SPEAKER:
Stewart Marshall from Renfrewshire Council’s environmental Dept was present to explain the
Council’s work on Flood Prevention for the village and surrounding area.
All burns, culverts and other water courses feeding through the village have been checked for flow
and potential blockages and mostly pronounced clear. Langbank is recognised - that due to its
topography, then with any bout of heavy rain there is potential for possible flooding and therefore is
classified as a “high risk zone” which requires special attention by RC.
Part of the recent RC survey had identified a problem with some culverts near Eastbank Lodge that
requiring cleaning and the restriction of a nine inch pipe in a culvert at “Silverwells” which needed
attention. RC was working to address these 2 issues. (with Network Rail involved with the
Silverwells issue)

The meeting pointed out to Mr Marshall that the LCC accepted the need to keep all culverts and
drainage clear to reduce the risk of flooding, and then stressed as an example that at least 3 to 4
drains on the steep section of Station Road had been compacted by slit for almost a year. Mr
Marshall accepted that this was not part of his responsibility within RC, but would relay these
concerns to the RC Roads Dept (Kenneth Marwick - responsibility) to ensure follow-up. This would
possibly mean increased inspections, which then may lead to increased maintenance.

He further added that the Dept in RC which has the responsibility for flooding prevention had
previously been a team of 6 and has now been reduced down to 3 with a budget of only £70k, and
that the Flooding Budget from Scottish Government to the local authorities – was not ring fenced !
Mary Park Road:
This is a private road and the surface is breaking up badly, but it is the responsibility of the
householders on this road to fund repairs to it. It was said that the refuse vehicles were now
refusing to use the road due to the state of the surface. While not the responsibility of RC, Cllr
MacLaren offered to help in where he could. (see his report at the end of these minutes).
Christmas Fayre:
It was noted that this would take place at 8pm on Friday 25 th November, when the lights on the
Christmas Tree outside Langbank Church would be switched on. John Wallace of RC has concurred
with this timing.
High Speed Broadband:
A villager, David Dresser who works for Virgin Media gave an informed explanation of possible
broadband speeds and how they could be obtained within the village. He cited a website titled
“cablemystreet”, but also volunteered to investigate possible Virgin Cabling for the village and advise
the LCC at the next meeting.
Langbank Website:
Dav Mackenzie stated that this village website is almost ready to go live, only waiting on a few
inputs. He expected to be ready to launch in time for the November meeting.
Parking on Middlepenny Road:
A villager, Derek MacPherson raised the issue of vehicle parking on the pavements up the narrow
and steep Middlepenny Road, citing the need for school children to be unable to use the pavement
and thus having to walk on the road to pass parked vehicles. The Chair agreed to ask Insp. Glass to
comment on action the Police may take to reduce this risk. Dennistoun Road and to a lesser extent
Elmbank Road is also affected.
Station Road:
It was noted that Station Road had had the white lining replaced after the recent resurfacing and the
LCC would wish to thank RC Roads Dept for this work.
Data Protection Fee Renewal:
The annual Data Protection Fee of £35.00 is due to be paid on 09/11/2016. This is a mandatory
requirement on all Community Councils and cannot be avoided.

AOB:
Paisley City of Culture Bid:
There were still questions over the involvement and expenditure concerning this bid. It was decided
to ask Cllr Michael Holmes and the relevant director (Jean Cameron) to attend a future meeting to
fully explain the involvement and cost to RC and hence the local communities in manpower and
finance.

Langbank Community Council Report from Councillor James MacLaren:
1. Flooding Issue
Mr Stewart Marshall will attend this evenings meeting to answer questions. CCTV survey
works should have been carried at about 6 culverts in the village.

2. Station Road Signs
Roads have instructed the twenty’s plenty sign to be moved further up the road (now
done) and replace the missing 30 mph sign.
3. Roads
i. Station Road: The water running across the junction with Seath Avenue has
been reported.
ii. Potholes: the potholes on Seath Avenue have been filled but the work is so
shabby that I have asked for at least one to be filled again.

4. Core path upgrade
Regards the Residents carrying out work on the Right of Way between Middlepenny
Road and Marypark Road, I hope to be able to assist with some road plainings and
Renfrewshire Community Payback Team may also be able to provide labour. I have a
map that I need marked where the plainings are to be left.
5. Missing Double Bin: The double bin that was outside the old shop has been removed. I
need to know if it is required in Langbank and where.
6. Garden & Food Waste Collections
The planned changes to the food waste and garden waste kerbside collections will start on 10th
October. Residents should continue to present their brown bins but should also place their food
waste, in the food waste bags if they wish, into their brown bin. The brown bin will continue to be

collected on the same day as their blue bin. The brown bin service will now operate all year round.
Green food waste caddies will not be emptied from that date at households on brown bin routes.
However, residents can continue to use their outdoor caddy for storage and transfer of food waste
to their brown bins. Residents who are not on a brown bin route, e.g. flatted properties, should
continue to present their food waste caddies weekly for uplift. An information leaflet is being
delivered shortly to households who are affected by these service changes.

7. Investment in Renfrewshire's Parks
This item was discussed at Thursday's Full Council meeting. Parks selected for upgrade included
Houston Road Park, Bridge of Weir. I think the parks were selected partly on the basis of interest
shown by local groups (e.g. Friends of xxxx Park). These local groups will be expected to apply to
external organisations for funding which the council will then match fund up to a limit. The report
also says that other parks may be considered in the future.
8. Rural Communities
I proposed a motion recently that was accepted by the council to look further at bringing
garden waste collection to rural communities.
9. Hate Crime
I proposed a motion recently that was accepted by the council to condemn racism,
xenophobia and hate crimes.
10. Faulty Street Lights
I have reported R21 on Station Road.

Feedback from Meeting
1. Litter Bins: The suggestion is to replace the single bin at the station with a double
bin and put the single bin at the bottom of Dennistoun Road.
2. Hedge on Station Road: The hedge has still not been cut and I will request further
action.
3. Paisley 2021 Bid: There was some feeling about staff moving over to help with the
Paisley 2021 bid leaving staff shortages at the council. I will ask questions.
4. Potholes: a pothole is on Station road under the railway bridge. I will get this
reported. There are also potholes on Old Greenock Road between Station Road and
the council boundary and these will also be reported.
5. Traffic Lights Middlepenny Road: The traffic lights are out of sequence and I will
request that this be attended to.

6. Railway Bridge Middlepenny Road: This bridge has still not been painted and I will
try and chase this up.
