LANGBANK VILLAGE COMMUNITY COUNCIL.
MINUTES OF MEETING – 10 th AUGUST 2016
7:30pm – 9.30pm in Langbank Church Hall
LCC Members & Local Cllrs Present:- Neil Barrington (Chairman), Russell Overend (Secretary),
David McKenzie, Deirdre McLean, Janice Buchanan, Carly Deheer, Cllr J MacLaren, James Hunter,
Catherine Farrington, Alex Dunn (Treasurer) and Joe McGarrigle (Vice Chairman).

Police Report:
Police Representative – Officer Sgt Mack
The traffic police are very active right now.
June - Accident at Eastbank House - Drunk Driver, No License, No MOT, No Insurance and resisted
arrest.
June - Suspicious vehicle, air-rifle found. Prosecuted under Section 19 of the Firearms Act.
June - Suspicious vehicle, smell of cannabis, driver charged with possession of drugs.
No Crime in July.
One of the two high value cars stolen in May - has been recovered.
The previously reported abandoned car on Main Rd has now been uplifted.
Chairman has written to Vincent Tait of Transerve Scotland about some of the improvements of the
A8 Roundabout. Mr Tait has agreed to attend a future LCC meeting. David McKenzie agreed to
publicise his visit on LCC Facebook page once a date is known.

Chairman's Report:
- A8 Roundabout Upgrade. There have been further upgrades performed on the A8 roundabout to
increase the safety of villagers entering and leaving Langbank. Some attendees were not clear on the
strategy of some of these improvements. Vincent Tait of Transerve Scotland has agreed to attend
our September meeting.
- RC Forum Meeting - Offer was made to provide spare tubs and flowers to villages. The offer was
later amended to spare tubs and a one - off planting.
- 2021 City of Culture bid. RC Forum has concerns about the lack of benefits of the bid to the areas
outside the immediate Paisley area and the consequences of the cost of this bid. RC Forum now has
meetings planned with the Leader of Renfrewshire Council, Mark Macmillan.
- Relocation of the Royal Mail Post Box to a site immediately outside the Langbank Railway Station is
now completed.
- Propose relocation of "Billy's Bench" to near the post box. Chairman to ask permission of RC to
relocate the bench and chain the bench to the railing.
- Two additional flower ubs have been offered by RC to Langbank. They are already planted. For
future years LCC have the responsibility to maintain these tubs. We agreed to accept the two
planters and locate them at the bottom of the Station ramp next to the proposed location of "Billy's
Bench".
- Superfast broadband has been installed. Villagers are reporting download speeds of 30-40Mbps
and appear very pleased with the increased additional service.
- Litter clearance in Langbank (Zone 3- Low density residential areas). Langbank is assessed twice per
year for cleanliness and presumably the cleaning regime is adjusted to suits the needs.
- Smartwater funding. The cheque for additional support for a second rollout from the LAC has not
yet been received.
Communications
Web site update.
Web site hosting and domain name will cost £10-£15 per month and this was agreed to be funded
out of the LCC administration fund. The content is still being compiled.
LCC target a paper edition of LM distribution this week.
Langbank Gala Day - 10th Sept 2016
We have confirmation from RC that no Public Entertainment license is required (not a large fete and
held on land owned in trust for the community).
Alcohol license has also been received.
John from “Bay Ices” will attend with his ice cream van.
Most village groups have agreed to attend.
Planning meeting to be held on Mon 15th Aug 2016 8pm in the Wheelhouse.
Cllr Maclaren report
Station Rd is due to be resurfaced 26th Sept 2016.
Middlepenny place grille is now fitted over the culvert
Amenity sites do not accept garden waste.
Underwood Rd is the main and only site for rubbish recycling it is open 8am-8pm.
Japanese knotweed on Main Road has been scheduled to be treated.
Police are consulting on strategic priorities - comments welcome online before 16th Aug.
Langbank Potential Village projects - James has reviewed the list provided by Jacqueline Docherty at
the June LCC Meeting and made some suggestions about how to take forward each potential
project. James will circulate his thoughts and discuss further in future meetings.

Langbank Community Council Report from Councillor MacLaren:
1. Flooding Issues
i. Middlepenny Place: - The grille has been fitted over the culvert.
ii. West Benview: - I am not aware if the CCTV survey works at this location have
been carried out. I will follow this up and get the results.
iii. Meeting following CC Report: - We are waiting on Mr Dewar calling a meeting
once he has further information that he has requested.
2. Amenity Sites
No garden waste will be accepted at the local Erskine site. The Underwood Road
amenity site is very busy. Its opening hours are from 8 am till 8 pm and peak time of day
is 12 noon till 4 pm.
No brown wheelie bins will be issued to residents on the rural collection routes.
3. Japanese Knotweed
I am unsure if the Japanese Knotweed on the north side on Main Road has been treated
yet but will find out.
4. Station Road Signs
RC Roads Dept are reluctant to move the twenty’s plenty sign further up the road. The
missing 30 mph sign (on the right-hand side) is still to be replaced.
5. Projects
A list of suggested projects was made at the last CC meeting. From that I have prepared
a list of projects that I think we should aim at. Many of the recommendations were
down to chasing up some maintenance, while others could be pursued with other
agencies or by applying for funding. Suggested contacts are Community Volunteers,
Local Area Committee, Flight Path Fund, Engage Renfrewshire, and Lottery Funding. I
would like to take to take a closer look at some of these projects to work out what is
required.
6. Roads
Station Road: The road will be resurfaced by a local contractor with works at this time
provisionally scheduled for 26th September, this may come forward by one or two
weeks.
7. Strategic Police Priorities Consultation
The Scottish Government has launched its formal consultation on draft Strategic Police
Priorities. The consultation sets out priorities which will set the future strategic
direction for policing in Scotland. The consultation is open until 16th August 2016.

8. Charity Zip slide
Councillor MacLaren will be doing a charity zip slide on 3 rd September. Sponsorship is
welcomed.

Feedback from Meeting
1. Potholes: 2 potholes were reported on Seath Avenue and these will be reported.
2. Fly Tipping: Tree branches have been dumped on the ground to the north of Main
Road. I will investigate this.
3. Station Road: the hedge at the top of the road requires cut again. I will request this.
