Community Council Meeting Minutes - January 2017
LANGBANK VILLAGE COMMUNITY COUNCIL.
MINUTES OF MEETING – 11th Jan 2017
7:30pm – 9.00pm in Langbank Church Hall
LCC Members & Local Cllrs Present:- Neil Barrington (Chairman), Russell Overend (Secretary), Joe McGarrigle (Deputy Chairman) , Dav McKenzie, Gloria Dunn (Treasurer), Alex Dunn, Jacqueline Doherty, Carly Deheer, James Hunter and Eileen Mather.
Apologies:- Cllr James MacLaren, Julie Gilmore, Janice Buchanan, Catherine Farrington and Kirsteen Breckenridge.
Also in attendance:- Constables Angela McIlraith and Paul Mullen from Police Scotland , David Dresser, Trish MacLennan, Graeme Brown and Maggie Hancock.
Cllr Holmes was on rota to attend the LCC tonight, but was not in attendance. The chairman offered to contact Cllr Holmes for future meetings.

Police Report:
Over the last month there was one road traffic offence (lorry with unsecured load), a vehicle with no road tax, and one breach of the peace (road rage incident involving a resident).
The police were asked to note that there was damage to the black screening on the central reservation at the roundabout on the A8.
Minutes of last meeting:
David Henry stated that the traffic lights at the bottom of Middlepenny Road have been corrected to the satisfaction of the complainant.

Chairman's Report:
Paisley Bid 2021.
There has been no feedback from Jean Cameron (Director for Paisley 2021 Bid) since the LCC Meeting which she attended last month and took away several pointers and comments..
Credit Union .
We received a suggestion from Heather Kay of Renfrewshire Council (RC) about setting up a Credit Union Satellite Collection Point in Langbank. We agreed to invite Heather along to a future LCC meeting to provide more detail on her subject of contact.
Broadband.
BT Openreach engineers have replaced a faulty card in the superfast BT cabinet which may already have improved the superfast service. It was noted that 100 people have signed up to the superfast service (capacity for the first cabinet is 125).
Other (non superfast) broadband residents have reported periodic very poor service – especially over the Christmas period. It was noted that the further the customer lives away from the green cabinet (Fibre termination point) the worse that the service was. Some remedial work on the old telephone exchange has been carried out and this may have been successful.
Although these problems may have been fixed for now Dav Mackenzie will continue to log complaints registered on Facebook. LCC encourage people with a problem to complain to the provider and post a comment on Facebook. Residents should also log engineer’s name if they are called out.
Virgin Media.
As an alternative LCC will consider getting villagers to express an interest in Virgin Media Fibre Connection to each house. To be successful the village would need to have expressions of interest (no obligation) from over 70% of the village.
We propose that the approach would be to get an LCC Ambassador in each street to speak to each of their neighbours and ask them to express an interest (either directly on line or through a letter).
A further proposal is to construct a LCC letter to this effect and put it thought each letter box + put an article in LM with the same message + put the same message on the village Facebook Page.
Then follow this up with a visit to each house and ask the householder to express an interest. The meeting considered that this was the best method of informing the whole village of required will to have Virgin Media install fibre cable to each house. As reported in the last meeting minutes the lack of a good high speed broadband connection can have a fairly major impact of future house sales and market value.
Discussion about inviting MP and MSP to a future LCC meetings.
It was thought be easier to schedule invites on different dates and we might also have to schedule the meeting time to suit the visitors. Dav Mackenzie agreed to arrange suitable dates and times and to use a flyer to advertise these meeting to as many as possible.
Flooding and Drainage.
Flooding and drainage has so far been much better on lower Station Road as a result of the remedial work at the top of Station Road. However we notice that there are still a few drains blocked on Station Road, Main Road and Middlepenny Road. Neil to write to Cllr MacLaren and request RC clear the drains - following their recent commitment to keep these main routes from flooding.
Village Facebook.
While Facebook comments are moderated by,there have been incidences of posting personal details, personal comments and car registration numbers. Where possible, inappropriate comments are deleted. Each potential deletion will be considered on a case by case basis. It is difficult to get it right so participants should be wary of posting personal details.
Smartwater Security.
Smartwater - funding is now in place for another batch of Smartwater. LCC are to publicise the next round of availability in Facebook, web site and LM.
Communications.
Langbank Matters - New Year edition due out end Jan.
Village Web site (current password "banklang") due to be active over the next few weeks.
AOB:-
Middlepenny to Marypark path improvements.
Residents of Marypark Road have led an effort to carry out improvements on this path.
RC (Dorothy Kerr and Kate Curthbertson) have offered to provide road plannings as bottoming and Community Payback labour to help lay it and other work in clearing this route for use by schoolchildren and residents. A few grant applications are in place for financing with Tesco, B+Q and the Clydesdale Bank.
Volunteers from the village will be sought to help cut back vegetation - likely Feb.
Station Road.
The 30mph sign is now missing from the top of Station Rd. Chairman to ask Cllr MacLaren to have RC replace the sign.
It was noted that the Wheelhouse Restaurant is currently being refurbished and extended.
