LANGBANK VILLAGE COMMUNITY COUNCIL.

 

MINUTES OF MEETING – 10th May 2017

7:30pm – 9.30pm in Langbank Church Hall

 

LCC Members & Local Cllrs Present:-  Neil Barrington (Chairman),  Russell Overend (Secretary),  Carly Deheer, Julie Gilmour, Jacqueline Docherty, Cllr James McLaren and Cllr Natalie Don.

Apologies:- Gloria Dunn(Treasurer), Alex Dunn,  Dav McKenzie, James Hunter, Joe McGarrigle (Deputy Chairman), Eileen Mather and Janice Buchanan.

Also in attendance:-. Tom Adair, Craig Docherty, Margaret Steven, Trish McLennan and PC Paul Mullen of Police Scotland.

Police Report:  

Tom Connor and Paul Mullen will be the police officers assigned to Langbank (and the surrounding areas). Two crimes recorded in the village as vandalism - a car that has been scratched, a window has been broken.

There was no further update about the recent house fire in Langbank.

There have been reports of anti-social behaviour around the Langbank School area. The police have been carrying out an increased number of patrols as a result.

Chairman's Report:

 

- The Recycling Officer from Renfrewshire Council was due to attend tonight to explain the rationale behind the Recycling Programme currently in force - but did not appear!

 

-The chairman welcomed James MacLaren and Natalie Don as our newly re-elected and elected local councillors for Ward 11.  We have now word yet who is our third local councillor.

 

- There is still no word on feedback from Jean Cameron on the Paisley City of Culture Bid and the questions that were raised at the LCC meeting.

 

- Fibre broadband speed within the village is still average and intermittent. Openreach engineers have been seen in attendance at the cabinet this week. The LCC members are still keen to approach villagers about expressing an interest in Virgin Media. The village needs to get 75% of households to express and interest before the request will be considered. We would like to coordinate a campaign to get villagers to express an interest through Dav McKenzie so that any technical questions can be answered.

 

- Mr McKay MSP has been invited to attend a future LCC meeting.

 

- The Guide Dogs Mobility Team are seeking volunteer guides. Russell to put in on the Facebook face.

 

- The chairman wrote to the Renfrewshire Council Licensing Board concerning the “Wheelhouse” (to be renamed “Coast”) and spoke to the owner, Mr Alan Cawley.  He confirmed that the refurbishment is behind schedule on reopening, but that it will be open plan and there will be wide views from all tables. There will be 4-6 additional tables and the same number of parking spaces. He confirmed that they want locals to use the bar and restaurant. The concern of parking issues was discussed on busy Sundays etc and the chairman suggested the possibility of creating a parking facility on the grass area opposite the restaurant – should this be legal and practically possible. Mr Cawley agreed to look at this idea with his legal team.

 

- 30mph and 20mph signs are now installed at the top of Station Road. Can we request a "Children Crossing" sign from RC - Cllr MacLaren agreed to investigate.

 

- Smartwater Kits and Signs have been ordered through the Police - The final price is not known but the last batch was priced at £12 each - we expect the next batch to be a similar price.

 

- Planter Tubs on Main Road.  Julie Gilmour agreed to get a price for plants for the 22 planters. Margaret Stevens agreed to help plant the planters. Russell agreed to spray the surrounding weeds.

 

- Middlepenny Road to Marypark Road path. Graeme Brown has secured £500 from Clydesdale Bank which has been paid to LCC. The payback team will carry out the work and will use the funds to purchase the associated materials. Cllr MacLaren has arranged for a RC engineer to have a look at the water seeping onto the path from a diverted stream.



 

Cllr MacLaren's Report

- Cllr MacLaren suggested we check out the new Local development plan and make any comments before the end of May 2017.

 

- The long proposed Renfrewshire Council Flooding Meeting has taken place and was conducted by Mr Dewar of Dewar Associates, but LCC was not invited and hence did not attend. LCC requests a copy of the minutes of that meeting for scrutiny, as Langbank has a long history of flooding issues and this matter is of extreme interest to the LCC.


 

AOB:-

- The Langbank Tennis Court will shortly be open for 2017 memberships. Anyone interested in membership should contact Julie Gilmour. The LCC agreed that Carly move forward with considering formal ownership of the land by LCC with Land Registry Scotland.

 

- The work has started at the school for the outdoor classroom and the trim trail and it looks good. The LCC would like to thank the Parent Council, the Head Teacher (Mr Cundy) and RC for their hard work and vision in creating this improvement to the school. We are sure it will be an asset to the school, the village and the primary school pupils for many years to come.

 

- The LCC agreed that we would hold a Gala day at the end of Aug or early Sept. The final date would be chosen based on the availability of marquees kindly previously provided by Richard Starrett.
