LCC meeting minutes January 2022

LANGBANK COMMUNITY COUNCIL MEETING MINUTES WEDNESDAY 12th JANUARY 2022 7.30pm by the ZOOM medium Present: Neil Barrington (chair), Maggie Hancock, James Hunter, Julie Gilmour, John O’Brien, Jacqueline Doherty (secretary), and Cllr Colin McCulloch. Apologies: Julie Arbon, Gloria Dunn (treasurer), Cllr James MacLaren, Carly Deheer and Caroline Bryce. Also in attendance: Ian Millar and Iain McDougall. Start and welcome: Chairman welcomed everyone and started meeting at 7.32pm. This is the first meeting of 2022. Police Report: No police report waas available for the meeting. The chairman has emailed both Community Constables to request a written report prior to meetings, acknowledging that they cannot attend Zoom meetings when on duty. Acceptance of last meeting minutes: Proposed by Maggie Hancock and seconded by Julie Gilmour. Village website update: Minutes of this meeting will be added to the website. Accident activity at A8 Roundabout: The crash barrier on the western approach has clearly had some impact over the last week or so, but no-one was aware of any accident. A lamp post beyond this damaged barrier had also been knocked over. Another accident was noted this evening. Attempts to purchase land adjacent to Coast Restaurant for parking: The chairman has written to Alan Cawley (Coast owner) to ask for an update, as he was going to approach Mr McCallum again re possible purchase of land to the east of the Coast car park - no update so far. Any update to Village Defibrillator status: Second defib now in-situ on the wall outside the Langbank Doctor’s surgery and all working well. Need to check that the Gryffe Advertizer has these defibs listed for publication list. Maggie Hancock had heard that the primary school was to be offered a defib, however this is likely to be Refrewshire Education dept and to be within the school building and not for general use. Suggestion that a wee information video or couple lines telling folks how to use the defib are made available. Both of our Defibrillators were installed by a villager - Iain McDougall - and he was thanked for his work in installing both defibs for the village. Clyde Coastal Path developments. Any feedback from Network Rail and local authorities: No update at this time, next meeting will be 26th January 2022. Network Rail Property Maintenance: The chairman then asked about the state of the high stone wall to the north of Station Road at the Station and whether Network Rail could repair this, as it was loosing stone and is very close to the road carriageway of Station Road. He understood that this was to be repaired some time ago, but was not. Iain McDougall kindly agreed to take photos and investigate this through Network Rail. A section of stone wall directly opposite the above has also been damaged and had fallen down with a temporary fence having been erected for safety reasons. The Chairman enquired if this also fell under the remit of Network Rail, but Mr McDougall was able to qualify - during the course of the meeting - that this was not the responsibility of his organisation and was most likely that of Renfrewshire Council (RC). The LCC will now pursue this matter with RC. Any MUGA updates: Julie Gilmour has had to complete a LP Grant feedback questionnaire for Renfrewshire Council. Planning permission for floodlights and new hut has now been granted. There should be sufficient funds available in the MUGA budget for these lights, but likely to need additional funding for a new hut. Following the festive break there are a few finishing touches which are required including completion certificate and looking at possibility of maintenance plan. Basketball lines still to be completed. Question asked about funding of the floodlights and ongoing electricity costs. Discussion followed around whether existing power supply would be adequate and if a tenant meter could be used or whether a new supply would be required. Again Iain McDougall is happy to provide the group with some help and advice and this is much appreciated. Fundraising may be required for ongoing costs. The wall running along behind the MUGA, the Bowling Green and behind the houses is owned by Network Rail. It was noted that the intallation/erection of the Langbank MUGA was featured on the Renfrewshire Council website. This is good as it reflects very well on the efforts of all those who worked so hard to achieve this much needed sporting facility addition to the village. Our thanks to Santa and his merry team for going round the village: The team went round the village in the evening on 20th December, representing “Santa” and this was very well received. Parking situation outside Landbank Primary school: The Primary School is still issuing regular requests to families of pupils to be considerate and not to sit with engines running or block the entrance.. Any updates to road improvements at Mary Park Road: There has been no further contact by Network Rail for Marypark residents. Cllr James MacLaren has chased up Network Rail and is awaiting a reply. This is particularly dangerous for delivery drivers/services vehicles who may be unaware of this hazard (the edge of the road surface falling away into the railway). Cllr J MacLaren’s monthly input and updates: Road Resurfacing Old Greenock Road is still awaiting some patching repairs around the Gleddoch entrance. These works are most likely to commence in February due to the requirement for advertising the Temporary Traffic Regulation Order as the works will be around 2 – 3 weeks in length. Netherton Road, Temporary Road Closure of the full length. This closure will be in force from Monday 10th January 2022 till Friday 14th January 2022 due to carriageway patching West Glen Road, Temporary Road Closure of the full length. This closure will be in force from Tuesday 11th January 2022 till Saturday 15th January 2022 for carriageway patching. Middlepenny Road, Temporary Prohibition of Waiting & Loading due to footway resurfacing of both sides. This notice will be in force from Monday 10th January 2022 until Friday 14th January 2022 Street Lighting The 24hr day burning at Langbank and Junction 31 was due to a faulty segment controller. This is a piece of equipment which controls certain elements of the lighting and allows us to see if the light is on or off and can be used for the likes of dimming if required. This had been an issue from the previous contract and although the supplier replaced it the replacement was faulty. This should now be resolved, and the lights should be operating properly. Amey currently have a cable fault at Woodhall which we are finding difficult to locate. They will be bringing in specialist fault finding equipment early this year which they hope will resolve this issue. Fly Tipping & Refuse Collection Station Road: - This should all have been cleared away by now. Apologies for it taking so long. OGR: - as per last meeting, I reported fly tipping at Buff’s Bend just west of the junction of Gallahill Road. I have chased up its removal. Sweeping of Leaves Station Road paths are clear and the StreetScene supervisor was down yesterday to inspect them. Improvements to the National Cycle Route network I have chased up Transport Scotland regarding a barrier between the cycle path and the A8 dual carriageway on the stretch between Langbank and Bishopton. Amey are proposing a Teams call early this year to update me on progress and instruction received from Transport Scotland. I will update you when I know more. Network Rail (Marypark Rd) I have chased up Network Rail re the erosion of the road embankment above the railway and am waiting on a reply. Speeding on Main Road I have alerted both the police and Amey to the issue of traffic racing along Main Road thinking they can get back onto the A8 at the west end of the village when the A8 is closed. AOB: The chairman had received correspondence from RC asking whether the LCC were involved in requesting the new green 20-mile signs on either end of Main Road and on the top end of Station Road. The chairman was also unsure as to why they were erected. This hasn’t previously been discussed at LCC meetings and had not been requested by us, but the meeting was in favour of retaining them as there have been many issues and reports of excessive speeding on roads within the village and the 20 mph signs could help reduce this. It was voted to keep them in place. Bits of fencing along Main Road need to be fixed. Those opposite Coast have been fixed by Cawley Management, but not further along, The chairman will look at this if he has time. Fallen trees have been cleared from the bottom of Station Road and opposite the bowling green. Leaves on Station Road and the Station Road pavement were cleared by villager, Jasper Matthews, and thanks were expressed to him. Also, a note of thanks was expressed to Amanda Lambert, Bob and Jean McAlastair and Julie Arbon who regularly do litter picks around the village. Meeting closed: The chairman thanked everyone for their attendance and closed meeting at 8.25pm.
