LANGBANK COMMUNITY COUNCIL MEETING MINUTES th WEDNESDAY 8 JANUARY 2020 7.30pm in the Langbank Church Hall, Main Road Present: Neil Barrington (chair), Caroline Bryce, Cllr James McLaren, Julie Arbon, Giselle McGill, Mercedes Harmes, John O’Brien, Gloria Dunn (treasurer), Jacqueline Doherty (secretary), Janice Buchanan, Maggie Hancock, Julie Gilmour, Cllr Colin McCulloch. Apologies: James Hunter, Carly Deheer, PC Fraser Williams. Other Attendees: Iain McDougall. Start and welcome: The chairman welcomed everyone and wished them a Happy New Year and meeting commenced at 7.30pm. Police Report: Although PC Fraser Williams was unable to attend the meeting, he did send a copy of the crime report th which was received on 9 January 2020. The only reported crime was the theft of a motor vehicle – this is possibly the Hermes delivery van mentioned in AOB below. Acceptance of last meeting minutes: Proposed by John O’Brien and seconded Caroline Bryce Smartwater Kits : 9 remaining kits which need to be used by February 2020. Note to go on Community Facebook page in first instance, then contact local community groups and finally Gloria Dunn to ask David Woodrow - if Bishopton Community Council could use remaining kits. Village website update: December minutes have now been added to website. Accident activity at A8 Roundabout: Dislodged bricks on centre of roundabout have still not been replaced. (Chairman’s note: Damage reported to Transport Scotland via their website “Complaint Section” on 9th January) Consolidation of results from the Langbank Survey: All collected Information to go on village website. A double sided A4 page with all graphs to be issued to each household during next “By The Way delivery” – Jaqueline Doherty to arrange. To be attached to these minutes for all members of the LCC to read before February’s meeting, at which the priorities will be decided. This will then also be shared with the village via the handout. Interested village groups and organisations to be provided with a copy of the full survey. Village Defibrillator implementation status: No further progress to date as Caroline Bryce still awaiting a response from surgery and from first aid provider. The delay in response is likely to be due to the festive period. Cllr James MacLaren’s Report: Roads: Pedestrian lights, Station Road: - RC Officers have investigated some options to create a passage for pedestrians through the bridge, which has proven slightly difficult given the geometric limitations of this road. They have concluded not to pursue any measures at this time that will affect the traffic flow given the low pedestrian demand. If Pedestrian priority sign to be placed at bridge it would help or alternatively pedestrian traffic lights would safeguard pedestrians. JD to email JM re pedestrian traffic lights, outlining all issues. Discussion around implications of this on school. Roads Capital Programme 2020/21: - Officers are looking for input from councillors for the coming capital programme and although I am aware of many issues, I would still welcome suggestions. Clarification required that it is resurfacing rather than filling potholes and whether drainage improvements would be considered. JM to ask if drains can be surveyed. Potholes on Middlepenny have been filled and are already needing refilled. Middlepenny Road, Main Road and pavements Middlepenny identified as 3 priorities. Fly Tipping: There have been two lots of fly tipping recently. The fly tipping on Gallahill Road near the aerial mast has been reported. There was also a bed recently dumped at the side of Houston Road and I have asked for this to be removed and this will happen tomorrow. Fly Tipping at Hatton Brae: - Council say they have managed to source enough materials 20+ tonnes at no cost to fill in the hole at Hatton Brae. The materials should have been brought to the area by now, but this has not happened. I will chase this up. Station Rd Park: The handrail on one side of the footbridge in the Station Rd Park has broken off and the other side may also be rotten. I have asked for this to be inspected and repaired. Food Waste Bags: I have suggested having a collection point in Langbank for food bags as it's not the first-time people have run out and not been issued with a new roll. The chairman has offered to hold a few but other centres may be helpful such as the church or village hall. James McLaren brought some to the meeting for anyone who requires these. Some villagers still not receiving bags when they attach one to their brown bin. JM will get a supply to the village hall to help with this situation. No brown bin collection on Netherton Road as described as being too rural – which seems strange as households have been supplied with brown bins and their other three bins are collected. Westferry: The bins at Westferry car park are full again and I have requested that they be emptied. Feedback from Meeting: Food Waste Bags: - I will arrange for these to be available from the Village Hall. Station Road: Petition: - The issue of no white lines or pedestrian lights could be resolved if a petition was raised. I will send information on this to the chairman. Drainage: - I will request that the condition of the underground drainpipes be inspected with a view to pressure washing and repairs. Condition of Primary School: - I will ask for the last survey report comparing all primary schools. Resurfacing: - Middlepenny Road and Main Road were both suggested for resurfacing along with resurfacing of Middlepenny Rd pavement. Seath Ave: - There is a collection of gravel at the sides of the road and I will request that this be swept again. Status on Langbank Tennis Court – water rate demand: JG and John Runciman met with representative from Scottish water and representatives from Bowling Club. Bowlers who attended were unfortunately aggressive and intimidating, having misunderstood the situation. However, progress was made, and a solution found, thanks to JG and John R. Tennis water supply will be identified and capped and this will have no adverse effect on bowlers. It is yet unknown whether accrued fees will still be due, but JG has been advised to get in touch with a company called “Scotland on Tap” who will be able to assist. Either Gordon Gilmour or NB will assist John R placing cap on water. This is now the time to start looking at grants for improving the facility. Grange Cottage flooding /sewerage concern: NB has passed minutes of last meeting onto villager who originally raised issue and has received no further issues. Fly tipping @ West Ferry – RC Signage cost of? RC do not own this land and therefore would not pay for sign, but it is unknown who owns this land. Yet we have not been provided with a cost for this sign. CM to investigate this. AOB. Sandstone wall at Station Road is crumbling near railway bridge. Network rail are aware and will be addressing this. Janice Buchanan spoke to Archie Whyte re overgrown vegetation along Main Road. Unfortunately, they had to stop this clearance due to the presence of Japanese Knotweed, however this is on the north side of the fence rather than the village side, which is what requires clearing. Janice is due to meet with him again this week. Village Hall kitchen wall was due to be repaired this month, however Renfrewshire Council (RC) have now decided that this is an internal rather than an external issue and are no longer willing to fix this. RC are responsible for making the building wind and waterproof and therefore it does not appear logical that they are unwilling to repair this external wall. The kitchen suffers badly from dampness and rising damp as a result – Cllr Colin McCulloch to investigate this matter. OSC now only operating 3 days per week. A Hermes delivery van was stolen from the village with all its contents the week before Christmas. th Gala Day proposed date is Saturday 20 June – Julie Gilmour, Jacqueline Doherty and Carly Deheer to check availability for this date.
